A Friend & Ally: Understanding Citizen Advocacy

Have you ever wondered who speaks up for a person with a disability when family isn’t around and paid support falls short?

That is where Citizen Advocacy steps in.

Unlike professional advocacy – where a paid caseworker handles a temporary file -citizen advocacy is built on friendship with a purpose. An independent coordinator carefully matches a person with a disability (the protégé) with a dedicated local volunteer (the citizen advocate).

Because the advocate isn’t paid, their loyalty belongs 100% to the protégé—not to a government department, service provider, or institution.

Why This Model Works

Citizen Advocacy brings isolated individuals out of service bubbles and back into the heart of the community through four key principles:

  • Complete Independence: Unpaid advocates offer unbiased, uncompromised support.
  • Long-Term Commitment: Matches are built to last for years, not weeks.
  • Focus on Vulnerability: It reaches those with the fewest natural support who are most at risk of neglect or abuse.
  • Real Community Integration: It creates genuine personal relationships outside the system.

What Does an Advocate Do?

There’s no single script. Depending on what the person with disability needs, the role naturally adapts:

  • Be a loyal friend: Offer steady emotional support and regular mentorship.
  • Encourage independence: Support them to build confidence, make their own choices, and learn new skills to navigate daily life on their own terms.
  • Provide practical help: Assist with everyday tasks like medical appointments, transport, or banking.
  • Protect their dignity: Spot unsafe conditions in care settings and assist their friend to take action.
  • Be their voice: Stand alongside them in NDIS planning, legal matters, or medical decisions so they are genuinely heard.

In Western Australia, Citizen Advocacy is a vital lifeline – especially for community members who risk falling through the cracks of formal funding systems.

Put your values into action. Offer a loyal voice and a lasting friendship to someone in your community.
